Description

SUMMARY

Provides project management services for software acquisition, development and implementation.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Obtains and analyzes information from potential end-users regarding their requirements for new systems.
  • Identifies gaps between user requirements and software capabilities.
  • Communicates information and recommends solutions to teams developing or buying new software.
  • Writes detailed description of user needs, program functions, and steps required to develop or modify computer program.
  • Reviews computer system capabilities, workflow, and scheduling limitations to determine if requested program or program change is possible within existing system.
  • Works with user groups, Software Specialists and Software Services Leader to prepare time and cost estimates for completing projects.
  • Helps user groups develop cost/benefit justification documentation.
  • Employs PMI methodology to all phases of project management.
  • Plan and schedule projects for the most effective use of all resources including personnel and facilities.
  • Evaluate and design database structure and access for existing or proposed software systems.
  • Analyze data security and data integrity components. Analyze system capacity, backup and recovery requirements.
  • Evaluate and design application integration components for existing or proposed software systems.
  • Coordinate activities of Software Specialists.
  • Coordinate installation, implementation and training activities with end users.
  • Provides status reports to Software Services Leader.

 

 

 

SUPERVISORY RESPONSIBILITIES

None, although the Business Analyst may coordinate the activities of the Software Specialist.

 

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

College degree recommended but not required.

Four years of experience in a computer related field.

LANGUAGE / COMMUNICATION SKILLS

Strong written and verbal communication skills

MATHEMATICAL SKILLS

Logic skills

REASONING ABILITY
Attention to detail and ability to develop and follow procedures required.
Ability to work effectively with internal and external groups with different levels of technological knowledge.

CERTIFICATES, LICENSES, REGISTRATIONS

CAPM recommended but not required.

Usual office environment with frequent sitting, walking, and standing, and occasional climbing, stooping, kneeling, crouching, crawling, and balancing. Frequent use of eye, hand, and finger coordination enabling the use of office machinery. Oral and auditory capacity enabling interpersonal communication as well as communication through automated devices such as the telephone.  Must be able to operate PC computer hardware.

 

TRAVEL REQUIREMENTS

Ability to travel occasionally domestically.

Occasional:   activity exists less than 1/3 of the time.

Frequent:  activity exists 1/3 and 2/3 of the time.
